Revised compensation quotas for the export of seafood from Norway to the EU will open from January 1, 2025.

As Norway and the EU have now notified each other of the completion of their internal procedures, the duty-free quotas can open from January 1, 2025. In the meantime, the EU side is working on its implementing regulation, where the various tariff quota numbers and volumes will be specified.

Note that the quota volumes will be approximately double the negotiated annual volumes due to the late opening in the period. Furthermore, unused quota volumes as of April 30, 2028, can be utilized for up to two additional years, i.e., until April 30, 2030.

The compensation quotas opening on January 1, 2025, include the following product groups with their respective negotiated volumes:

  • Frozen herring, 25,000 tons
  • Other frozen fish, including horse mackerel and capelin, 5,000 tons
  • Frozen and fresh herring fillets/portions, 65,000 tons
  • Fish powder, 1,000 tons
  • Semi-processed herring (pickled herring), 28,000 tons
  • Frozen peeled shrimp, 7,000 tons
  • Prepared salmon, 1,250 tons
  • Smoked salmon, 2,500 tons
  • Frozen shell-on shrimp, 1,000 tons
  • Various fresh fish, 5,100 tons
  • Various frozen fish, 6,850 tons
  • Various fresh or frozen fish fillets, 3,600 tons
