The Norwegian Food Safety Authority has updated its guidance for replacement certificates for seafood exports.

The updated guidance clarifies how businesses should proceed when requesting a new certificate due to corrections, and which dates should be used upon issuance.

Key requirements for applying for a replacement certificate:

  • Documentation: If the batch is no longer available for inspection in Norway, you must be able to document that it concerns the same batch.
  • You must be able to document that the information to be changed or added was known while the batch was still available for inspection in Norway.
  • If goods are transshipped within the EU/EEA before further export, a health certificate may be issued either in the country where the transshipment takes place or as a replacement certificate from the Norwegian Food Safety Authority.
  • If you are applying to the Norwegian Food Safety Authority for a replacement certificate due to transshipment, the authorities in the transshipment country must provide written documentation in English for any new or amended information.
  • Certificate dating: The replacement certificate must be dated on the day it is issued.

It is also required that the importing country must be able to see which information has been changed. The Norwegian Food Safety Authority states that they will enforce these requirements for replacement certificates starting June 16, 2025.
