Norway will have access to new and revised compensation quotas for the EU market starting January 1, 2025.

The annual volumes per quota are now determined based on the remaining time frame of the period. Originally, the compensation quotas were supposed to open on May 1, 2021. Due to delays in negotiations, the quotas will open on January 1, 2025. The delayed opening means that the annually negotiated volumes will be distributed over the remaining time frame, which is 3 years and 4 months.

The delayed opening results in the following volume availability for the respective compensation quotas until April 30, 2028. All volumes are stated in tons. The table also provides information on the respective compensation quotas' serial numbers and product scope:

Unused accumulated quota volume as of April 30, 2028, can be used for an additional two years, until April 30, 2030, or until new quotas are available.
